You need to wait for Katria to show up and talk to you before grabbing a shard and when placing them in the arrow statue. If she doesn't show up every time (out of the 4) it might break the quest. I would suggest reloading a save prior to getting the shard which Katria didn't appear. Or if you are on PC, fix it with commands.
