Im my particular case, i tought she was a natural evolution of frozen banshee, and wanted to try what it feels to use a debuff extender. I even have her with 91 c.rate and oh no, she never extend debuffs. I opted to level 60 her instead of hegemon wich i got on the last 2x. Really, don't use her.Frozen banshe does the least, aothar and Juliana are always all over the board. Consider Best Bang For Your Buck. Juliana is the cheapest to build (no books required) and can carry you to nm in speed teams. I'll still use her, while building my unm CB Team. She also excells in Dragon and Minotaur grind.
